Tim J. Winters has announced his candidacy for the office of Commissioner of Clearfield County. He will appear on the Republican ballot.
Winters currently serves as councilman of the Third Ward in the Borough of Clearfield. He previously served as a member of the Clearfield Borough Recreation Board.
A life-long resident of Clearfield, Winters is a graduate of the Clearfield Area High School and studied public service at The Pennsylvania State University.
He is self-employed as owner of Winters Enterprises, a service-oriented company providing commercial signage, vehicle lettering and professional installation solutions throughout central and western Pennsylvania as its primary mission.
Additional services include public address system design, sound equipment rental and installation and seasonal commercial property maintenance.
Winters was previously employed by W&L Sales Co. of Harrisburg, in corporate sales.
He also serves as a campaign staff member for U.S. Rep. Glenn “GT” Thompson.

As a member of Clearfield Borough Council, Winters participates in all facets of municipal government, including the budgetary process and union contract negotiations. He has worked with other council members and taken the lead in overseeing street department projects and updating borough equipment.
“It has been great to serve on council,” Winters said. “The Borough of Clearfield has experienced a resurgence of late with numerous projects and new businesses locating in our town.
“From small-scale start-ups, such as the Liddle Gallery and the Hav Sommo Cafe, to major expansions by CNB Bank, the borough has reduced its commercial vacancy rate to well below the state average.”
As commissioner, Winters will focus on operating county government in an efficient and transparent manner with major emphasis economic development and ensuring the office of commissioner is more accessible to the residents of the county.
“As to economic development, we must not only strive to attract new business to the county, but also focus on retaining our existing employers,” Winters said.
“In a competitive market, Clearfield County is well situated with transportation and energy infrastructure already in place. I will use all resources available and work closely with our state representatives and U.S. Congressman to expand the potential of the county.”
Winters will provide evening office hours and a regular presence in the DuBois area to make the office of the commissioner more accessible. He will also be available throughout the county at various municipal meetings and public gatherings.
“It is my goal to be responsive to county residents, whether they be in DuBois, Mahaffey or Irvona,” Winters said. “Our people are our greatest asset, and their input and concerns are important to me.”
