Clearfield Borough Council Updated on Projects

CLEARFIELD – Engineer Todd Banks of Stiffler, McGraw and Associates Inc. reported at Thursday’s Clearfield Borough Council meeting that the Stinky Run drainage repairs at Daisy and 12th streets are completed.

Banks also had the full permit package and plans for the Stinky Run reconstruction project ready to be sent to the state Department of Environmental Protection.

Banks said he met with Jefferson Paving and they plan to do the CDBG funded paving on Daisy Street on Sept. 25-26 or Sept. 29-30.

Borough Operations Manager Leslie Stott added Jefferson Paving is filing for an extension for the tar and chip paving, which is required by the state to be completed by Sept. 15. If the extension is granted, then the tar and chip paving will be done first, postponing the Daisy Street paving until Sept. 29.

Banks also reported that the Third Street curbing project has been started. He pointed out that some curb reveals, or edges, will be limited to a height of one inch at some properties, because some buildings are at grade level, which limits how high the curb can be.

Stott reported that the DEP Bureau of Abandoned Mine Reclamation has begun the acid mine drainage abatement project on South Fifth Street.

Solicitor F. Cortez “Chip” Bell added that demolition of a house at 120 S. Fifth St. for the project is awaiting transfer of the deed to the borough. Council approved to accept the property transfer.

Banks said the project will include “soft process” abatement with the use of limestone to neutralize the acid mine drainage.

Under personnel, council approved to change Todd Kling to Leadman No. 1 at contract working foreman wage rate and Fred Long to Leadman No. 2 at contract operator foreman wage rate for the Street Department, effective immediately.

Council approved Officer Daniel Podliski for permanent full-time hire for the police department.

After re-adjourning from an executive session, council approved the police department contract, as presented by the contract bargaining unit, pending final language changes regarding health care.

Council approved to re-advertise for bids for heating oil and trash removal services, as no bids were received from the original advertising. Council also approved to advertise for bids for winter street materials, for snow removal proposals and to advertise the fall clean-up schedule.

Council approved the schedule for Trick-or-Treat for Oct. 30 from 6 p.m. – 8 p.m.

Mayor James Schell cautioned the driving public to be aware of school buses. He said traffic is failing to stop for buses loading and unloading students at the St. Francis School on Second Street. He added that he’s been working with Police Chief Vincent McGinnis to provide extra police coverage to monitor traffic at school bus stops.
