Sandy to Levy Fines on Residents Not Connected to Water System

DUBOIS – Sandy Township residents in the Kiwanis Trail and West Liberty areas who haven’t connected to the township’s water system will soon face “severe” fines.

According to Township Manager Dave Monella, the 90-day grace period has expired for these residents to connect to the water system.  The township, he said, will move forward and put legal pressure on the applicable residents.

Monella also reported that over the last two weeks, he’s had a full-time road crew member and three summer workers cleaning up Pentz Run. However, Supervisor Mark Sullivan requested for Monella to hold off pending advice from their solicitor.

Sullivan had heard the township didn’t have any right-of-way at Pentz Run. He explained that Pentz Run falls under the railroad’s right-of-way and is private property. Sullivan wanted to make sure the township was neither doing anything wrong nor spending taxpayer money cleaning up private property.

The work crew, Monella said, has been cleaning up brush. He said it also has permission to remove utility poles.

Monella said other materials, such as railroad ties, nails and plates would either be piled at the site, or transported to the township building for railroad officials to pick up.

Sullivan noted that people have been arrested for removing such materials.
