Tip Leads to Fugitive’s Capture

CLEARFIELD – Clearfield County District Attorney William A. Shaw Jr. has announced the capture of a wanted fugitive. Shaw identified the fugitive as Keith Conrad, 50, of North DuBois Street, DuBois.

Conrad was added to the Clearfield County Fugitive of the Week list on Dec. 30, 2013. On July 1, Officer Josh Johnston of the Sandy Township Police Department filed a criminal complaint and charged Conrad with theft by failure to make required disposition of funds of received.

According to the affidavit of probable cause, on Oct. 24, 2012, the Sandy Township police received a report about a theft. Upon investigation it was found that Conrad had entered a contract with the victim to construct a residence on his property on Shillings Road, Treasure Lake in Sandy Township.

In addition, the victim paid Conrad $61,120 for the construction of the home and the installation of a geothermal heating and cooling system in the residence. However, Conrad failed to make the required payment for the purchase and installation of the system. Conrad failed to reimburse the victim or pay the balance due for the geothermal system, which totaled $22,686.84.

A preliminary hearing was scheduled for Oct. 25, at which time all charges were held for court. On Nov. 20, Conrad failed to appear for arraignment court, and a warrant was issued for his arrest.

Shaw stated that a tip provided the location of Conrad. On Sunday, officers from the Lawrence Township Police Department apprehended Conrad at a business in Clearfield, and he was taken into custody without incident. Shaw acknowledged that Conrad was located as a direct result of a citizen’s willingness to provide information to law enforcement.

Shaw thanked the Lawrence Township Police Department for their assistance with this case.
