CLEARFIELD – Clearfield Borough Street Commissioner Steve Biancuzzo reported that the leaf pickup schedule will be ending after this week. Those with leaves needing raked will have this last opportunity to have them picked up. He said the leaf vac will be put away for the season after this week as well.
Operations Manager Leslie Stott said the borough office had received a lot of good comments on how Biancuzzo had been posting the leaf schedules.
It was noted that many residents are not as responsible as they should be about cleaning up leaves on their properties, which puts undue strain on borough staff and equipment for leaf clean-up in general, and contributes to clogged storm drainage. Winters proposed reopening discussion regarding a nuisance ordinance for residents who do not properly dispose of leaves on their property.
Fire Chief Todd Kling reported all fire company apparatuses are in service. Kling said they are still finishing up on fire prevention presentations. He offered a reminder that batteries should have been changed for smoke and CO2 detectors with the time change. He also stressed the importance of keeping snow and ice cleared from sidewalks and entryways particularly for the benefit of emergency services.
Police Chief Vincent McGinnis reported 576 incidents in October. McGinnis also advises the public to observe school safety zone speed limits. He said he has personally been monitoring St. Francis School’s Safety Zone and observed that many drivers do not obey the 15 miles per hour Safety Zone speed limit. He said drivers should consider this notice as their last warning and tickets will be issued.
Council announced there will be no recycling pickup for Nov. 26 and Dec. 3 due to Thanksgiving and first week of Deer Season
The committees discussed complaints regarding the condition of West Hill Street. Councilman Tim Winters said the complaints were investigated and potholes were filled the same day. However, Winters noted that the condition of West Hill Street needs a long-term solution. He said the road was never given the proper street designation. He proposed that CDBG funds be used to make improvements to the road, including storm water inlets and drainage, and upgrade it to street designation.
Biancuzzo said the road was originally tar and chipped, but never had a proper base. He said a new storm drain was installed, but no inlet. He suggested the road cover be taken down about 12 inches, built up with milling and be re-tarred and chipped.
Winters proposed Biancuzzo come to the borough meeting with a plan for the street, and that the council consider possible use of CDBG funds for upgrade of the street.
No action was taken by borough committees due to no quorum. Therefore, actions such as opening bids for high performance stock patch, review of proposed 2014 budget and recommendation of resolutions 09-2013 (establishing benefit fund(s) for the financial “clean-up” of pension funds) and 08-2013 (regarding the disposition of public records) were postponed.
