Sandy Supers Discuss Bond Dilemma for Benefit Concert

DUBOIS – The Sandy Township Board of Supervisors will look into an ordinance for entertainment events.

George Moore approached the board for official approval of the Rockin’ for Little Hearts II concert at the Treasure Lake Ski Lodge. One requirement issue that arose concerned the bond for the event.

“It is cheaper for me to pay the $1,000 fine than to throw this money away at nothing,” said Moore.

Moore said the event will benefit the Children’s Hospital of Pittsburgh’s Heart Institute. He would be willing to donate money to a charitable organization rather than paying it to the township.  He alleged that the carnival organizers haven’t been asked to pay the bond for a while.

Township Manager Dick Castonguay reviewed the ordinance for the specific wording.  It requires Moore to pay $25,000 in order to hold the fundraising concert in Treasure Lake.  This is the blanket requirement for all outdoor entertainment within Sandy Township.

“It does appear that a lot of this has to do with trash and dust control of the roads,” said Castonguay.

Castonguay said that the ordinance was written in 1974, and referenced Woodstock as an example of outdoor entertainment. The supervisors could not recall if the yearly carnival organizers had paid the bond.

“I think we need to consider for the future to give a hard look at this. It was done in the 1970’s, and we need to see if it still makes sense,” said Castonguay.

Castonguay said he felt that insurance alone would protect the township.

“If the carnival gets away with it, maybe you will be just as lucky,” said Supervisor Mark Sullivan. The supervisors closed the matter without resolution.

Moore said that Bret Michaels will allow anyone who shows with a military ID to be admitted free into the concert.
