Osceola Mills Man Accused of Rape, Statutory Sexual Assault

RUSH TOWNSHIP – A 55-year-old Osceola Mills man, Philip D. Colton, has been accused of raping/sexually assaulting a 13-year-old girl between Jan. 1, 2010 and Jan. 1, 2013, according to the Philipsburg-based state police.

According to the report, state police began their investigation upon receiving a complaint in reference to the victim. Colton allegedly had “inappropriate sexual contact” with the victim. He also allegedly caused the victim to have “inappropriate contact” with him at his residence. These alleged incidences occurred when the victim was between the ages of 10 and 12 years old.

On Saturday Colton was charged with rape, statutory sexual assault, aggravated indecent assault, indecent assault, obscene and other sexual materials and performances and corruption of minors. He was apprehended and incarcerated at the Centre County Correctional Facility.

Colton was arraigned before Magisterial District Judge Leslie Dutchcot, and his bail was set at $100,000 straight. Colton wasn’t able to post bail. His preliminary hearing has been set for March 6 at the Centre County Courthouse.
