WJAC-TV: Topless Woman under Influence of Bath Salts runs Topless along Benner Pike

CENTRE COUNTY – A Bellefonte woman has been accused of being under the influence of bath salts after she was observed running topless along a section of the Benner Pike late Tuesday night.

Police said Stephanie Watkins, 28, of Bellefonte was under the influence of bath salts.  She was also observed knocking on doors and rolling through puddles along the 3000 block of the Benner Pike.
