Public Works Committee Reviews Bid Proposals

CLEARFIELD – The Public Works committee reviewed bid proposals as well as recent borough street issues, recommending them to the Clearfield Borough Council for next Thursday’s regular meeting.

Borough engineer Todd Banks of Stiffler, McGraw & Associates of Hollidaysburg presented three bids for the Dorey Street project. The lowest bid was received from New Enterprises at $78,950.50. HRI and Glen O. Hawbaker Inc. submitted bids in the amount of $94,800 and $112,644.50, respectively.

In addition, the committee received one bid for open trash removal. It came from Evergreen (Veolia) at the flat rate of $405 per month. Both Nittany Oil and Saturlee Oil submitted heating oil bids with the latter company proposing a fixed rate of $3.28 per gallon.

Arbor Pro’s Tree Service and Payonk Tree Care submitted bids for the removal of two trees at Upper Witmer Park, one tree at Lower Witmer Park and one tree on Market Street. The Payonk Tree Care bid was for $700.

Street foreman Steve Biancuzzo said that the flow meters had been installed and were calibrated incorrectly. He said the meters were recalibrated Thursday since rain is expected Friday. He said there will also be some smoke testing done in certain areas.

He said a problem has also arisen on East Locust Street where someone is parking above the last alley on the steep part of the hill. He’d like to recommend posting this area of the street as no parking.

Borough Operations Manager Leslie Stott added that Banks, Biancuzzo and she met with PennDOT and Glen O. Hawbaker Inc. After their discussion, Glen O. Hawbaker Inc. has agreed to mill-off the lane about 400 feet on East Locust Street and to repave.

The borough will supply two flaggers for the project. They will be milling-off the full width at the hilltop and down 400 feet on that lane only, Stott explained.
