HARRISBURG – Gov. Tom Corbett has signed into law the following bills:
House Bill 3 (PN 3769) – Amends Title 74 (Transportation) providing for public-private transportation partnerships; and making a related repeal.
House Bill 17 (PN 2466) – Act designating the Pickertown Road Bridge carrying Pickertown Road over the U.S. Route 202 Parkway in Warrington Township, Bucks County, as the Robert V. Cotton Bridge.
House Bill 48 (PN 3846) – Amends Medical Practice Act, adding definitions; and providing for licensure of prosthetists, orthotists, pedorthists and orthotic fitters.
House Bill 75 (PN 3827) – Amends Titles 18 (Crimes & Offenses) and 42 (Judiciary) making changes necessary for the administration and implementation of the act pertaining to revising provisions relating to the registration of sexual offenders, regarding perjury.
House Bill 197 (PN 3834) – Amends Title 53 (Municipalities) in area government and intergovernmental cooperation, further providing for review of agreement by Local Government Commission; and further providing for hotel room rental taxes.
House Bill 208 (PN 3491) – Amends Title 75 (Vehicles) further providing for driving while operating privilege is suspended or revoked, for duties of drivers in accidents involving death or personal injury and for subsequent convictions of certain offenses.
House Bill 532 (PN 3601) – Act providing mandatory insurance coverage for general anesthesia.
House Bill 608 (PN 592) – Amends the Surface Mining Conservation and Reclamation Act further providing for mining permit; providing for bioenergy crop bonding; and making editorial changes.
House Bill 807 (PN 3586) – Amends the Biofuel Development & In-State Production Incentive Act further providing for definitions, for biodiesel content in diesel fuel sold for on-road use and for cellulosic ethanol content in gasoline; imposing penalties, etc.
House Bill 823 (PN 3792) – Amends the PA Municipalities Planning Code, in subdivision & land development, providing for notice to school districts; in planned residential development; and providing for wastewater processing.
House Bill 864 (PN 3875) – Amends Title 75 (Vehicles) further providing for the Pedalcycle and Pedestrian Advisory Committee.
House Bill 869 (PN 3891) – Amends Title 75 (Vehicles) further providing for drivers in funeral processions and for use and display of illuminated signs.
House Bill 970 (PN 3493) – Act providing for validity of electronic documents; authorizing county recorders of deeds to receive electronic documents as means for recording real property; powers & duties to county recorders of deeds; establishes Electronic Recording Commission.
House Bill 973 (PN 3835) – Amends the Vital Statistics Law further providing for definitions, local registrars, for death & fetal death registration; providing for disposition of cremated remains of veterans; and further providing for records.
House Bill 1055 (PN 3577) – Act providing for professional employer organizations.
House Bill 1269 (PN 2161) – Amends Title 75 (Vehicles) providing for a special license plate for recipients of the Silver Star, Bronze Star & Bronze Star for Valor & for special plates for Distinguished Service, Distinguished Flying, Navy or Air Force Cross.
House Bill 1343 (PN 3928) – Act authorizing state-owned universities and the employees thereof to enter into certain agreements with affiliated entities; providing for doctoral degrees; and making related repeals.
House Bill 1363 (PN 3837) – Amends the Public School Code further providing for certain circumstances in which strikes are prohibited, for continuing professional development and for program of continuing professional development.
House Bill 1525 (PN 3714) – Amends the Health Club Act further providing for employee available to administer CPR.
House Bill 1539 (PN 3790) – Amends the Workforce Development Act amending the title of the act; and establishing the Keystone Works Program.
House Bill 1720 (PN 2589) – Amends Title 20 (Decedents, Estates and Fiduciaries) providing for uniform adult guardianship and protective proceedings jurisdiction.
House Bill 1820 (PN 3687) – Amends the Minimum Wage Act further providing for minimum wages and for exemptions.
House Bill 1908 (PN 3842) – Act providing for standards for towing and for violations.
House Bill 1960 (PN 2674) – Amends the Prescribed Pediatric Extended Care Centers Act further providing for definitions and for regulations.
House Bill 2135 (PN 3603) – Act providing for licensure of vendors, requirements for sale of portable electronics insurance, authority of vendors of portable electronics, termination of portable electronics insurance, licensing, renewal of license, injunctions and appeals.
House Bill 2151 (PN 3333) – Amends Title 75 (Vehicles), in snowmobiles & ATVs, further providing for registration, for title for snowmobile or ATV, for fees & records; providing for vintage snowmobile permits; & further providing for operation by persons under age sixteen.
House Bill 2199 (PN 3888) – Amends Title 75 (Vehicles) further providing for schedule of convictions and points; and providing for obedience to traffic control devices warning of hazardous conditions.
House Bill 2215 (PN 3110) – Act designating an interchange at the intersection of Route 136 and Interstate 70 in Washington County as the Officer John David Dryer Memorial Interchange.
House Bill 2267 (PN 3786) – Amends the Liquor Code further providing for definitions, sales by liquor stores, sales by liquor licensees and restrictions, for local option, unlawful acts, and rights of municipalities preserved.
House Bill 2345 (PN 3473) – Act designating the bridge carrying Burnside Avenue in West Norriton Township in Montgomery County over Stony Creek as the “Albert Earl Momme Bridge.”
House Bill 2349 (PN 3476) – Act redesignating the bridge on State Route 322 over North Fork Creek in Brookville Borough, Jefferson County, as the Purple Heart Memorial Bridge of Jefferson County.
House Bill 2390 (PN 3604) – Amends Title 53 (Municipalities), in taxicabs & limousines in cities of the first class, further providing for definitions, contested complaints, driver certification program, power of authority, for wages and civil penalties.
House Bill 2406 (PN 3829) – Act authorizing & directing the Department of General Services, with approval of the governor, to grant & convey to Susquehanna Township certain lands; remove restrictions on certain lands in Philadelphia; IUP easement; Winebrenner Theological Seminary lands & improvements.
Senate Bill 8 (PN 2269) – Act establishing the PA eHealth Partnership Authority & PA eHealth Partnership Fund; providing for consent & confidentiality of health information; & establishing civil immunity under certain circumstances.
Senate Bill 100 (PN 2272) – Amends Titles 18 (Crimes & Offenses), 42 (Judiciary) & 61 (Prisons & Parole), in burglary & other criminal intrusion, for offense of burglary; in other offenses, for drug trafficking; powers and duties; sentencing, confinement and parole.
Senate Bill 157 (PN 2289) – Act establishing a task force within the Department of Education, providing for its powers and duties and providing for administrative support.
Senate Bill 237 (PN 722) – Amends Title 42 (Judiciary), in budget and finance, further providing for Commonwealth portion of fines.
Senate Bill 351 PN 2326 – Amends Title 42 (Judiciary) in particular rights and immunities, further providing for Good Samaritan civil immunity for use of automated external defibrillator and for nonmedical good Samaritan civil immunity.

Senate Bill 637 (PN 2347) – Act requiring public works contractors & subcontractors to verify employment eligibility; providing for powers & duties of the Department of General Services; prescribing sanctions; & establishing good faith immunity under certain circumstances.
Senate Bill 707 (PN 694) – Amends Title 51 (Military Affairs) further providing for educational leave of absence.
Senate Bill 887 (PN 903) – Amends the Landlord and Tenant Act providing for disposition of abandoned personal property.
Senate Bill 1174 (PN 2350) – Amends Housing Authorities Law further providing for appointment of members, qualifications, tenure, compensation and organization; for whistleblower hotline, requirements for tenants & landlords in first class cities and reporting.
Senate Bill 1301 (PN 2334) – Amends Title 53 (Municipalities), in assessments of persons and property, providing for cities and counties of the first class, further providing for definitions and for administration and procedure and providing for applicability.
Senate Bill 1308 (PN 1732) – Act authorizing the State System of Higher Education and its employees to enter into certain economic development agreements; providing for approval and notice, for reports and for limitations; and making an inconsistent repeal.
Senate Bill 1321 (PN 2237) – Amends Municipalities Financial Recovery Act, providing for definitions, contents, plan not affected by collective bargaining agreements or settlements, municipal debt adjustment under federal law & collective bargaining agreements, employee furloughs and disputes.
Senate Bill 1322 (PN 1743) – Amends the Public School Code, in State System of Higher Education, further providing for purposes and general powers.
Senate Bill 1386 (PN 2247) – Amends the Air Pollution Control Act further providing for the Department of Environmental Protection; and repealing control of volatile organic compounds from gasoline-dispensing facilities.
Senate Bill 1464 (PN 2238) – Amends Insurance Company Law further providing for reinsurance credits, acquisition or merger with domestic insurer, registration of insurers, standards, management and examination; rules and regulations, injunctions and sanctions.
Senate Bill 1465 (PN 2059) – Act designating a portion of State Route 3 in West Chester Borough, Chester County, as the Sen. Robert J. Thompson Highway; and the Pottstown Pike Bridge in South Coventry Township, Chester County, as the Rep. Sam Morris & Eleanor Morris Memorial Bridge.
Senate Bill 1528 (PN 2213) – Amends the Occupational Therapy Practice Act further providing for definitions, creation of board, licensure requirements, practice and referral, license renewal & refusal suspension or revocation; and for impaired professionals program.
Senate Bill 1535 (PN 2299) – Amends Title 42 (Judiciary), in rules of evidence, further providing for subpoena of records.
Senate Bill 1551 (PN 2332) – Amends Title 74 (Transportation), in scenic byways, providing for designation of U.S. Route 202 Parkway between State Routes 63 and 611 in Montgomery and Bucks counties as a scenic byway; designating portion of bridge as Chief Richard J. Brady Bridge.
