Corbett Signs 10 Bills into Law

HARRISBURG – Gov. Tom Corbett has signed into law the following bills:

Senate Bill 110 (P.N. 2051) – This bill amends Title 74 to require the state Department of Transportation to oversee flight operations of all department aircraft purchased or leased and maintained for use by commonwealth agencies and the General Assembly.

Senate Bill 304 (P.N. 281) – This bill amends the Air Pollution Control Act to require that the State Implementation Plan or revisions to the plan be published and maintained on the publicly accessible website of the Department of Environmental Protection or other state or local air pollution control agency that developed the plan.

Senate Bill 473 (P.N. 468) – This bill amends Title 30 of the Pennsylvania Consolidated Statutes to change the eligibility requirements for a member of the Pennsylvania Army National Guard, Air National Guard, or the reserve component of the armed forces to receive reduced fees for fishing licenses.

Senate Bill 560 (P.N. 728) – This bill establishes the State Military College Legislative Appointment Initiative Program within the General Assembly. Each member of the General Assembly may establish a state military college selection committee that will serve the member’s legislative district.

Senate Bill 730 (P.N. 2034) – This bill amends the act of May 1, 1933 (P.L. 103, No. 69), known as the Second Class Township Code, to expand an existing exemption involving real and personal property transfers and contract-letting by such townships without following public notification and bidding requirements.

Senate Bill 743 (P.N. 1843) – This bill amends the Public School Code of 1949 to allow public schools to employ driver education instructors who meet the standards for private school driver educators.

Senate Bill 1228 (P.N. 1716) – This bill amends the act of March 28, 1984, known as the Automobile Lemon Law, to provide for certain time period extensions when  a manufacturer is making vehicle repairs to correct or repair a nonconformity.

Senate Bill 1167 (P.N. 1947) – This bill amends Title 23 of the Pennsylvania Consolidated Statutes to require the court, judge, conference officer or other appointed individual in a child custody proceeding to perform an initial evaluation on a party or household member who was convicted of one of the enumerated criminal offenses in the law to determine whether the party or household member poses a threat to the child and whether counseling is necessary. It also amends Title 51 of the Pennsylvania Consolidated Statutes to require that no court enter an order changing the custody arrangement of a child of a servicemember that existed at the time of deployment if a petition for a change in custody is filed with a court while the servicemember is deployed, and provides for exceptions.

House Bill 1054 (P.N. 3214) – This bill amends Act 25 of 2010, known as the Engineer, Land Surveyor and Geologist Registration Law, to exempt retired professional engineers who are no longer engaged in the practice of the profession from the law’s continuing education requirements. It also makes other changes.

House Bill 1203 (P.N. 1598) – This bill amends Title 75 (Vehicles) to allow the owner of an antique or classic motor vehicle to seek permission from the Department of Transportation to display a vintage license plate that coincides with the model year of the vehicle. The vintage license plate must be provided by the motor vehicle owner; a Pennsylvania issued license plate issued between 1906 and 1975; and legible from a reasonable distance. It also sets an application fee of $75.
