Troutville Borough Awarded Over $2 Millionfor Wastewater Collection System

WASHINGTON, D.C. – U.S. Representative Glenn ‘GT’ Thompson today announced that the United States Department of Agriculture (USDA) has awarded $2,415,300 to Troutville Borough, Clearfield County, for a wastewater collection system. The funding, a loan in the amount of $896,000 and grant in the amount of $1,519,300, was awarded through USDA’s Rural Development Water and Waste Disposal Loan and Grant program.

“Ensuring safe, clean water with environmentally sound collection and disposal is absolutely critical,” said Thompson.  “This is a long-needed investment for the borough and the residents of Clearfield County will benefit greatly for years to come.” 

USDA’s Rural Development Water and Waste Disposal Loan and Grant program provides financing for water, sanitary sewage, solid waste disposal and storm wastewater facilities for rural residents in communities of 10,000 population or less. 

Troutville Borough, with a population less than 300, does not currently have a wastewater collection system. The proposed collection system will send all wastewater to the neighboring Sykesville Wastewater Treatment Plant.  

“With Troutville having been unable to obtain the financing for this critical project, federal assistance and leverage is what was needed. Efficient management of the loan to grant ratio has afforded the maximum level of assistance with limited resources,” added Thompson. “Times are tight, but this is a wise investment and will be of great benefit to Troutville and the surrounding communities.”

USDA’s Water and Waste Disposal Loans are made based on the applicant’s authority and the life expectancy of the system’s project, which may be up to the maximum of 40 years.  Troutville Borough will receive a 38 year loan. 

The proposed wastewater collection system will cost a total of $2,500,300.  Local public funds in the amount $85,000, for water connection and tap fees, will be contributed to the project.
