CLEARFIELD – Clearfield County District Attorney, William A. Shaw, Jr., announced Clearfield County’s Fugitive of the Week for the week of September 7, 2010.

Shaw identified the Fugitive as Joshua Matthew Willoughby, age 26, of Robinson Avenue, Hyde, Pennsylvania.

Shaw stated that Willoughby is wanted for failure to appear at Criminal Call on Sept. 21, 2006.

On Dec. 30, 2005, Officer Crystal Panebianco of the Lawrence Township Police Department, filed a Criminal Complaint charging Willoughby with: 1) theft by unlawful taking, M1; 2) receiving stolen property, M1; 3) theft by failure to make required disposition of funds received, M1; and 4) retail theft, M1.

An affidavit of probable cause filed by Panebianco stated that the Lawrence Township Police received a complaint on November 16, 2005 from the owner of the Hyde Uni-Mart reporting an employee theft. The owner stated that he received a call from the manager of the Choice store located on S. Second St. in Clearfield Borough. The manager stated that a male individual entered the Choice store to cash in multiple lottery tickets. The manager was suspicious because of the amount of lottery tickets being cashed in and because the numbers on the tickets were so close in sequence. The manager of the Choice store was able to determine that the tickets were obtained from the Hyde Uni-Mart because of identification numbers located on the tickets.

After receiving information from the Choice store, the owner of the Hyde Uni-Mart was able to determine that Willoughby stole the tickets from the Hyde Uni-Mart at approximately 3:30 p.m. on Nov. 13, 2005. Willoughby activated the tickets at the Hyde Uni-Mart on the same day and cashed in the winning tickets at the Choice store on Nov. 16, 2005, at approximately 11:30 a.m.

A preliminary hearing was held on Feb. 8, 2006, at which time Willoughby waived the charges to Court. On Sept. 21, 2006, Willoughby failed to appear for Criminal Call and a warrant was issued for Willoughby’s arrest.

Willoughby is described as follows:

Race: White

Sex: Male

Height: 5 feet, 9 inches

Eyes: Blue

Hair: Brown
