DEP Fines B Baker Transport for Municipal Waste Transportation Violations in Clearfield County

WILLIAMSPORT – The Department of Environmental Protection has fined B Baker Transport Inc., of Kylertown, Clearfield County, $8,600 for municipal waste transportation violations discovered last fall in Cooper Township.

“DEP investigated a complaint at the Kwik Fill Auto/Truck Plaza in early October 2009 and found three trailers containing solid waste that were leaking leachate onto the ground,” said acting DEP North-central Regional Director John Hamilton.  “The vehicles also displayed expired Act 90 waste authorization stickers.”
Leachate is a liquid produced when precipitation seeps through solid waste.
 
Trash haulers must obtain authorization from DEP through Act 90—the state’s Waste Transportation Safety Act—to haul trash in Pennsylvania.
 
The department sent a notice of violation letter to B Baker Transport requesting that the violations be corrected.
 
Eight days after sending the notice of violation, DEP inspectors investigated another complaint at the same location and discovered two B Baker trailers leaking leachate onto the ground.
 
After receiving a second notice of violation letter, Baker notified DEP in November 2009 that the truck drivers had been instructed to check the trailers and repair all leaks, and that a supervisor would perform weekly inspections of the trailers for compliance with federal and state regulations.
 
The fine is being paid to the Solid Waste Abatement Fund over a seven-month period.
