CCCTC May Authorize Premier Power Solutions, LLC for Consulting Services

CLEARFIELD – Pending their solicitor’s review, the Clearfield County Career and Technology Center’s Joint Operating Committee may authorize a resolution for the consulting services of Premier Power Solutions, LLC.

At Monday night’s meeting, Lois Richards, executive director of the CCCTC, advised the electric rate caps would come off on Jan. 1, 2011. She said they haven’t experienced an increase but would at the start of next year.

Richards said district business managers have heard presentations from representatives from three companies. She said they all can provide consulting services regarding the purchase and management of electric power.

“I’m very concerned because we are all electric,” she said. She said it’d be advantageous for the school districts to be a consortium to control costs, just as they do with their healthcare.

 Business Manager Kathie Pearcy said they’d heard presentations from On Demand Energy, ClearChoice Energy and Premier Power Solutions, LLC. She said they all felt most confident with Premier Power Solutions, LLC.

“They were the most upright,” she said, adding the man came across with strong integrity. She said he didn’t hide details between the lines, and they felt very comfortable with his company.

 Superintendent of Record Norman Hatten said they would only be authorizing Premier Power Solutions, LLC to conduct a price quote. He said they wouldn’t be bound to a contract with the company.

 Phil Carr, of the Clearfield School District, said he was OK with proceeding as long as they wouldn’t be locked into an agreement.

 Hatten said he typically would rather wait but also didn’t want to hold up the process. From his understanding, he said they wouldn’t be bound into any agreement or contract with Premier Power Solutions, LLC.

 Rodney Kitko, of the Moshannon Valley School District, pointed out the final paragraph in the resolution. He said its wording made it appear that they would be entering a contract.

 Pearcy said she could understand Kitko’s perspective of the wording. She suggested they further investigate the resolution as a result. She said they could possibly reword it, stating Premier Power Solutions, LLC would serve as their representative.

 Hatten said the board had a couple of choices to give consideration. He said they could reword the final paragraph. Or, he said they could request a review and input from their solicitor.

 Kitko said he didn’t want to hold them up but also would prefer if it was reviewed by their solicitor Carl Beard, of Andrews & Beard. Richards said she’d send the resolution to Beard for input.

Richards also suggested the board permit Kenneth Veihdeffer, board chairperson, to authorize Premier Power Solutions, LLC pending feedback from the solicitor. She said she’d notify the board of any recommended changes to the resolution.
