Wisor Running for Clearfield borough Council

Fred A. Wisor, lifelong resident of Clearfield Borough and retired police chief, has announced his candidacy for Clearfield Borough Council on the Democratic ticket.

Wisor spent his childhood growing up in the Second Ward of Clearfield Borough, served in the US Navy during the Korean conflict and was honorably discharged in 1954. He married Irene Spingola in 1956 and raised three children: Fred Jr., Mary Ann and Margaret.

“In 1961, I joined the Clearfield Borough Police Department, serving 32 years, working for three chiefs of police, eight mayors and man council persons. In 1988, council appointed me to the position of chief of police. I have also served a total of seven years as your council person and one year as your mayor.”

Wisor is a life member of the Clearfield Fire Department, life member of the Fraternal Order of Police Bald Eagle Lodge No. 51, member of the PA Chiefs of Police Association, Central PA Chiefs of Police, served on the executive board for the Central Chiefs of Police., and was selected as an honored member of Who’s Who in Law Enforcement in 1990. He is also a life member of the American Legion, life member of Veterans of Foreign Wars, member of BPO Elks Clearfield Lodge No. 540 and a member of the Knights of Columbus Council 409 of Clearfield. He was also a past board member of the YMCA and the Clearfield Swimming Pool Association, worked with and coached the youth in the area in Little League, swimming and basketball.

“I have served on council for the past two years, two of them as the vice-chair of personnel and public safety. During these years on council, I have strove to rebuild the relationship between council and the Clearfield Volunteer Fire Department. The relationship had eroded, becoming increasingly hostile and confrontational in the immediate years prior to my election. Council and the Clearfield Volunteer Fire Department can now sit in a non-confrontational manner and continue to move forward in a positive manner. At no time did I endorse the position of previous council member(s) that the borough should have the Clearfield Volunteer Fire Department disbanded and purchase fire service from surrounding municipalities.

“I also work closely with the employees in order to continue team-building and limit expenditures. During my 32 years with the police department and my seven years on borough council, I have made major decisions and supervised the operation of the police department. I have worked with local people and people from other areas making fair decisions.

“I have the knowledge and the experience to represent the people of Clearfield Borough as its council person.”
