Clearfield Man Waives Hearing on Drug Charges

CLEARFIELD – A Clearfield man accused of selling drugs to undercover officers waived his right to a preliminary hearing on Wednesday.

Scott Ryan Moore is charged with manufacture or delivery or possession with intent to manufacture or deliver a controlled substance and intentional possession of a controlled substance by a person not registered.

According to court records on April 7, 2008 troopers with a confidential informant who had arranged to the purchase of five Oxycodone pills for $150 from Moore.

The undercover troopers and CI went to a parking lot on Spruce Street in Clearfield Borough. The CI was given $150 and told to attempt to get the transaction to occur within the troopers’ view. The informant entered a residence and later returned with the Moore, who allegedly gave the trooper one light blue, almost white in color tablet marked “M” on one side and “30” on the other. Moore reportedly told the trooper he could only provide four tablets for $150.

The two troopers argued with him but Moore insisted that was all he had. Troopers noticed him holding a tablet and break one in half. One then began yelling at him for breaking it if it was all he had. They reluctantly agreed to the terms and the troopers were eventually given four pills. One trooper began arguing with Moore again about Moore breaking one in half in front of them and telling them he only had four. Troopers were then able to acquire half of the other pill.

After they left the CI was searched with negative results. The CI reported to police that he had placed a pill in his pocket in the residence with the intention of giving it to them later. He related he was “dibbing” their buy so as to cover up any concern on Moore’s part that the buy was a police action. The trooper concurred with the action as he had been instructed to do this in the past to maintain relations with drug dealers.
