Park Avenue Paving Issue Discussed at CBC Meeting

CLEARFIELD – The Park Avenue paving issue between Clearfield Borough, PennDOT and the contractor of the paving project was discussed Thursday night.

Todd Banks of Stiffler, McGraw & Associates said that he believed the problem was due to a bad base.

“We need to get a letter to PennDOT stating what our liability is,” said Banks.

He added that PennDOT wishes to solve the problem as soon as possible.

Banks also said that while he did not believe the sewer project caused the damage to the road, there was a small chance it could have. He also added that PennDOT had photos of the area in question taken before the project and that it did not look like it does now.

Councilman Fred Wisor asked if it would be possible for the borough, PennDOT and contractor to split the cost into thirds. Banks indicated that he did not want to give their negotiating strategy away, and an executive session was called for.

After the executive session a motion was voted on to notify PennDOT that the borough does not feel that it is liable for damages, but is willing to sit down with the state agency and discuss the situation.
