BOGGS TOWNSHIP – Now that the Local Municipal Involvement Process meeting is over, the question for many is: What comes next?
David Garg of the waste management program at the Department of Environmental Protection presented a flow chart for those in attendance at Thursday’s meeting that showed what comes next and how things will proceed from there.
Just after midnight Friday, the clock began to run on the 21-month timeframe that DEP has to review the application.
The next step is for DEP to determine whether the application is what DEP calls administratively complete, meaning that all of the pieces needed to evaluate the application are present. At that time, the county and township 60-day comment period begins and the minutes of the LMIP meeting will be sent out to attendees.
Then, DEP will start the harms and benefits review of the application before scheduling a public hearing or meeting to seek input for the harms and benefits analysis. If, during this process, deficiencies are found, a letter will be sent to the applicant.
When the review is complete, DEP will determine if the company passed or failed the harms and benefits analysis. If it fails, the permit is denied. If it passes, then the first technical review begins.
During the first technical review, another public meeting or hearing is held. Other reviews follow, and if the application is found to be acceptable, the project is recommended for approval. All permits are held for coordination and then all permits are issued at once. If the application is unacceptable, the permit is denied.
