HARRISBURG, Pa., (PRNewswire) – Governor Edward G. Rendell
today signed the following bills into law:
House Bill 1834, sponsored by Rep. Mark B. Cohen (D-Philadelphia),
amends Title 20 (Decedents, Estates and Fiduciaries) to provide for
electronic access to driver records for organ donation verification.
The bill would permit the Department of Transportation to enter into a
written agreement with the state’s organ procurement organizations to
provide 24-hour-a-day electronic access to information to confirm an
individual’s current organ donor status. The organizations will be
prohibited from using the information for any purpose other than to confirm
such status.
The bill passed the House 194-0 and the Senate 47-0. The bill is
effective immediately.
Senate Bill 986, sponsored Sen. Charles D. Lemmond (R-
Luzerne/Monroe/Pike/Susquehanna/Wayne/Wyoming), amends the Second Class
Township Code (Act 69 of 1933) by providing that personal property being
auctioned by a county may be performed through an electronic auction sale
over the Internet. Such auction must include the ability of a bidder to
have the capability to view the bidder’s bid rank or the high bid price,
and to permit a bidder to increase his/her bid prices during the electronic
auction.
The bill also provides that the purchase price will be paid by the high
bidder immediately or at a reasonable time after the conclusion of the
electronic auction as determined by the township. In the event that
shipping costs are incurred, they will be paid by the high bidder.
The bill passed the Senate 49-0 and the House 197-0. The bill becomes
effective in 60 days.
