CLEARFIELD, Pa. — Clearfield Borough Council continued reorganizing its leadership structure Thursday following recent resignations from key administrative positions.
Council members voted unanimously to appoint President Pro-Tem George DeHaven as council vice president. DeHaven fills the vacancy left by Dennis Biancuzzo, who resigned May 26. Biancuzzo’s resignation followed harassing messages sent to borough officials prior to a scheduled May 21 council meeting, which prompted officials to cancel the meeting and temporarily close borough offices.
Following DeHaven’s appointment, council voted unanimously to appoint Barb Shaffner as president pro-tem.
Council also reviewed maintenance plans for the former police building, which is scheduled to become the primary headquarters for the Clearfield Borough Police Department on Jan. 1, 2027.
Shaffner presented estimates to strip, buff, and wax the facility’s front offices and hallways, with contractor quotes ranging from $1,247 to more than $2,000. She noted that completing the work in-house using rented equipment and borough staff would cost roughly the same. Shaffner added that restroom repairs must be completed before floor work begins.
Council President Ann Jane Ross inquired about a potential timeline, and Shaffner indicated contractors could complete the job quickly once selected.
Although council initially moved to accept a quote from Harris Commercial Cleaning, the motion was amended to table the vote. Councilman Bruce Fair questioned the total square footage involved, and Street Foreman Todd Kling noted exact dimensions were unavailable. Council agreed to table the matter for two weeks to allow staff to measure the space and obtain a precise cost estimate.
Following regular business, council adjourned into executive session to discuss police personnel matters. No official action or votes followed the session.
The next Clearfield Borough Council meeting is scheduled for 5 p.m. on Thursday, Aug. 20.
