PUNXSUTAWNEY, Pa. (EYT) — A criminal investigation into a 2022 incident at a Ringgold Township residence led to the filing of five felony charges against a local man on Monday, court records show.
Charles Douglas Powell, 40, of Mayport, faces the following charges, which were filed by PSP Punxsutawney on May 4, according to court documents:
- Statutory Sexual Assault: 11 Years Older, Felony 1
- Involuntary Deviate Sexual Intercourse with Person Less Than 16 Years of Age, Felony 1
- Sexual Assault, Felony 2
- Aggravated Indecent Assault — Complainant Less Than 16, Felony 2
- Corruption of Minors, Felony 3
According to an affidavit of probable cause, the victim reported the incident to State Police in Punxsutawney on May 1. The victim told investigators she was staying with her friend at Powell’s residence on November 19, 2022, to go hunting the next morning.
The complaint said Powell sent the victim a text message asking her to watch television in the living room. While there, Powell allegedly engaged in sexual intercourse and performed a separate sex act on the victim.
The victim told police she instructed the man to stop multiple times. Powell allegedly stopped and returned to his bedroom after the interactions, according to the affidavit.
Investigators said in April 2026, the victim recorded a phone call with Powell in which he allegedly apologized for the sexual interactions. The victim told police she came forward because she suspected the man was grooming another student at her school.
Court records show Powell was arraigned on May 5 before Magisterial District Judge Jacqueline J. Mizerock, who set bail at $50,000 monetary. Powell posted 10 percent of that amount in cash and was released from the Jefferson County Jail, according to court documents.
A preliminary hearing is scheduled for June 4 at 10:45 a.m. in front of Judge Mizerock.
