11 AM EST THURSDAY...

* WHAT...Very cold wind chills as low as 5 to 15 below zero expected.

* WHERE...Portions of east central Ohio, western Pennsylvania, and
  northern West Virginia.

* WHEN...From 7 PM this evening to 11 AM EST Thursday.

* IMPACTS...The cold wind chills as low as 5 to 15 below zero could
  result in hypothermia or frostbite if precautions are not taken. An
  extended period of freezing temperatures could cause ruptured water
  pipes.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Use caution while traveling outside. Wear appropriate clothing, a
hat, and gloves.
