BROOKVILLE, Pa. (EYT) — Hundreds of felony counts have been filed against two Brookville women accused of the long-term physical abuse and isolation of a minor.

According to court documents, the Brookville Police Department filed criminal charges against 37-year-old Sarah Lynn Faber and 51-year-old Amy L. Billotte in Magisterial District Judge Gregory M. Bazylak’s office.

Sarah Faber faces the following charges:

  • Unlawful Restraint of Minor/Parent (Risk of Bodily Injury), Felony 2 (466 counts)
  • False Imprisonment of Minor/Parent, Felony 2 (466 counts)
  • Endangering Welfare of Children, Felony 2 (two counts)
  • Endangering Welfare of Children, Felony 3 (four counts)
  • Recklessly Endangering Another Person, Misdemeanor 2 (four counts)
  • Simple Assault, Misdemeanor 2 (three counts)
  • Aggravated Assault (Attempts to cause SBI), Felony 1 (two counts)
  • Kidnapping of Minor (Inflict Bodily Injury), Felony 1 (one count)
  • Involuntary Servitude, Felony 1 (one count)
  • Terroristic Threats, Misdemeanor 1 (one count)
  • Continuing Failure to Report or Refer, Felony 2 (one count)

The following charges were filed against Amy Billotte:

  • Unlawful Restraint of Minor/Parent (Risk of Bodily Injury), Felony 2 (466 Counts)
  • False Imprisonment of Minor/Parent, Felony 2 (466 Counts)
  • Endangering Welfare of Children, Felony 2 (two counts)
  • Endangering Welfare of Children, Felony 3 (six counts)
  • Aggravated Assault, Felony 1 (two counts)
  • Aggravated Assault, Felony 2 (one count)
  • Simple Assault, Misdemeanor 2 (five counts)
  • Recklessly Endangering Another Person, Misdemeanor 2 (five counts)
  • Terroristic Threats, Misdemeanor 1 (three counts)
  • Involuntary Servitude, Felony 1 (one count)
  • Strangulation (Applying Pressure to Throat or Neck), Felony 2 (one count)
  • Tamper With/Fabricate Physical Evidence, Misdemeanor 2 (one count)

According to a criminal complaint, the charges follow an investigation by the Brookville Police Department after witnesses reported concerns about the victim’s malnourishment and dehydration in September 2025.

The complaint states that the juvenile victim, age 15 and 16 during the alleged incidents, had lost over 20 pounds since September 2024. The victim weighed 79 pounds at a school check-in, down from 103 pounds the previous year, the complaint states. The victim appeared pale, lethargic, and could barely stay focused or talk, according to a school report cited in the complaint.

According to criminal complaints, police interviews with the victim detailed an alleged pattern of isolation and severe discipline between May 2024 and September 2025.

The victim was allegedly confined to his bedroom all day, including during the summer, unless he was doing chores, eating, or using the bathroom, the affidavit states. This confinement made the victim feel like a prisoner, the complaint notes.

To restrict movement, Faber and Billotte allegedly placed an alarm on the bedroom door and screws in the windows, preventing them from fully opening, the complaint states. During the day, while Faber and Billotte were at work, they would allegedly communicate with the victim through a camera system set up in the room, according to the complaint.

The complaint notes that if the victim made too much movement, it would trigger a camera alert, making Faber and Billotte upset. The camera system was allegedly used to yell at the victim if he was not standing or lying down in the specific way they wanted, according to the complaint. The victim stated he was made to stand in the middle of the room all day long, the complaint notes.

According to the complaint, the victim detailed the following forms of abuse and threats:

Food Deprivation: Faber and Billotte allegedly withheld food from the juvenile victim on multiple occasions for consecutive days as punishment, causing weight and hair loss. Billotte noted that the victim’s weight loss was not noticed immediately, but she feared it was an eating disorder, according to her statement in the complaint.

Physical Abuse and Threats: The victim disclosed incidents, including being pushed and kicked onto the floor by Faber, suffering an injury to his right shoulder that left a scar, according to the affidavit. The victim also reported being struck in the abdominal area and leg with a wooden Easter sign by Billotte, the complaint notes.

Knife Incidents: The affidavit states the victim reported that Billotte came up to his room with a knife and threatened to kill him if he did not perform exercises. On one occasion, Billottee allegedly cut the victim’s arm with a blue-handled knife, resulting in a deep cut that required Faber to apply portable stitches and gauze. The affidavit quotes the victim saying, “luckily I didn’t die from that.” The victim also reported that Billotte tried to cut his genitals with a knife on two separate occasions as punishment for having an accident.

Kidnapping and Confinement: The victim stated that Faber would tape his hands, arms, and ankles to the hardwood floor at night with duct tape. The victim also reported being made to sleep in the basement on the cement floor with no bedding for up to a week as punishment, the complaint indicates.

Psychological Abuse: The victim reported being threatened with “meat-eating spiders” and “killer dogs” in his bedroom. The affidavit also details incidents where the victim was threatened with “killer clowns” in the woods and was allegedly told he would be left with them as punishment. The victim stated Faber and Billotte would also threaten to abandon him at a haunted house or trail.

CYS Removes Victim from the Home in September 2025

The victim was removed from the home in September 2025 by Children and Youth Services. A medical report from UPMC Children’s Hospital noted that the victim weighed 110 pounds in 2023 but dropped to 79 pounds before removal, according to the complaint. The report confirmed the victim gained over 20 pounds within a month of being removed from the environment, suggesting the weight loss was due to nutritional deprivation, and not an underlying medical issue, the complaint notes.

According to the complaint, the report concluded that restricting a child’s food intake to that extent is “nutritional deprivation and diagnostic of nutritional neglect.” It further states that the physical findings were “consistent with the victim’s disclosures and highly concerning for physical abuse.”

Both women are currently lodged in the Jefferson County Jail, on $500,000 monetary bail each.

Preliminary hearings are scheduled for January 5, 2026, before Magisterial District Judge Gregory M. Bazylak.
