CLEARFIELD – A 56-year old Muncy man, who planned to bring gummy bears and condoms to a meeting with a 13-year old girl, was scheduled for a preliminary hearing Wednesday.
Tracy Allen Vincent, is charged with felony counts of criminal attempt – aggravated indecent assault, criminal attempt – unlawful contact with a minor, criminal attempt – corruption of minors, criminal attempt – involuntary deviate sexual intercourse, criminal attempt – statutory sexual assault and criminal use of communication facility.
He waived his right to a preliminary hearing during centralized court Wednesday. Although his bail was lowered from $200,000 to $100,000, he remains in the county jail.
According to the affidavit of probable cause, on Sept. 19 police were contacted by 814 Pred Hunters who reported one of their decoys posing as a 13-year old girl, was exchanging messages with Vincent and he was coming to town.
Information provided to law enforcement, showed that Vincent contacted the decoy first and asked for her photo. They began to exchange messages. If the decoy did not answer Vincent right away, he would then call her.
In their exchanges, Vincent spent a lot of time trying to get the decoy to go camping with him. He reportedly asked her to send him a picture daily, so that he could “see her”. He offered to be her boyfriend but he said he didn’t want her to get into trouble because of his age. He started telling her that he loves her.
Later, the conversation moved into more sexual content with him asking her to send him a semi-naked photo and him asking about the size of her breasts, according to the criminal complaint.
In a phone conversation, they reportedly talked about having sex, and he said he wanted to be her first sexual partner. They also allegedly discussed specific sex acts.
A plan was made for Vincent to meet her for the weekend. He told her he was bringing gummy bears and condoms, according to the report.
When he arrived at their meeting place in the Driving Park in Clearfield Borough on Sept. 19, officers from the Clearfield Regional Police met him and took him into custody without incident. A search of his car uncovered gummy bears but no condoms were found.
In his interview with police, Vincent stated that he did not intend to have sex with the girl. He claimed he was just going to talk and advise her she shouldn’t be doing what she was doing.
