CLEARFIELD – A Morrisdale man will be spending up to four years in state prison for sexually assaulting a boy with autism.
Keith Allen Billotte, 51, of Morrisdale, pleaded guilty to one felony count of aggravated indecent assault-person with mental disability during sentencing court Monday.
Judge Paul E. Cherry sentenced him to serve two to four years in state prison with three years consecutive re-entry probation.
This period of incarceration will run consecutive to his probation revocation sentence of two to five years that he received in March 2023 for a terroristic threats charge.
Billotte must complete sex offender counseling and have no unsupervised contact with anyone under the age of 18.
Even though an evaluation did not classify him as a sexually violent predator, he must still register with authorities under Megan’s Law.
The charges stem from an incident in March 2022.
He was originally charged with felony counts of rape mentally disabled person, involuntary deviate sexual intercourse person with mental disability, and aggravated indecent assault, as well as misdemeanor indecent assault person with mental disability in June 2022.
The case has gone through several stages and scheduled for trial a few times with a plea agreement being made in March 2024 for only the misdemeanor charge for a one year sentence. This was rejected by Cherry.
Prior to sentencing on Monday, the victim’s mother addressed the court calling Billotte the definition of “pure evil”. She stated that although he was pleading guilty, he keeps telling people he is innocent and is only going along with the latest plea because his lawyer, Brian Jones, told him to do it.
He has never admitted to his wrong doing, she said. She also vowed to attend every one of his parole hearings.
“I will do everything I can to see you stay in state prison.”
She stated that she did not agree with the person who evaluated Billotte and determined he was not a sexually violent predator, noting that this person never talked to her son.
When Cherry asked Billotte if he wanted to say anything, he declined.
“You are not even saying I’m sorry to this young man? That tells this court a lot about you,” Cherry commented.
According to the affidavit of probable cause, the victim reported the assault while speaking with a therapist in March 2022.
Later he was interviewed at the Clearfield County Child Advocacy Center where he explained that Billotte had made him perform oral sex on him.
