CLEARFIELD – Addicted parents with active Children & Youth cases in Clearfield County may soon have in-home drug and alcohol services available to them.
Tuesday the board of commissioners voted to approve a request for proposals to solicit D&A counseling services, as its CYS office has plans of offering a new in-home program.
CYS Director Trudy Lumadue said counseling services would be offered to parents/guardians struggling with substance abuse, which continues to be the “driving force” in its placements and open cases.
“It may be our number one driving force,” she said, adding it’s certainly been a pressing factor, and while CYS does offer in-home services, none specifically deal with substance abuse and addiction.
She said the program would take an intensive approach with a counselor having daily contact with the affected parents/guardians and helping them to prioritize their children over their addiction.
Lumadue said she would like the in-home counseling to occur around three days a week, with additional check-ins and services being provided over the phone.
Solicitor Heather Bozovich indicated that proposals will undergo review by Lumadue and her staff, and they hope for that review to begin near the end of February.
Lumadue said the program would be funded by Act 148 of the Pennsylvania Public Welfare Code, which provides funding for child welfare services, and was included in her 2025 CYS budget.
