CLEARFIELD – The Clearfield County Commissioners on Tuesday entered into an agreement with District Attorney Ryan Sayers for the funding and operation of the county jail’s booking center.
According to Solicitor Heather Bozovich, there’s now a booking plan in place that covers the county’s booking locations at the jail and in Sandy Township.
She said this particular agreement is for the booking center at the jail, however. She said the DA has a booking fund he has control over for the use, operation and maintenance of the facility.
Bozovich said the agreement is to memorialize that Sayers will reimburse the county $40,000/year for use of the booking center space and its maintenance, upgrades, supplies, etc.
Additionally, she said the county will have a booking center administrator who will ensure it is staffed and primarily for centralized court, which is held Wednesdays at the jail.
Bozovich said during court, the booking center will be staffed by law enforcement, but the purpose of the center’s administrator will be to ensure there’s properly trained staff present.
She said that the cost associated with the center administrator will also be paid out of the booking fund but is a separate cost.
Also, on Tuesday, the commissioners announced the availability of Clearfield County Affordable Housing Trust Funds for the 2020 year.
According to Community Development Specialist Lisa Kovalick, projects will be considered that increase the availability of quality, affordable housing for county residents whose annual income is less than the county’s median income.
She said eligible projects include owner-occupied rehabilitation, rental rehabilitation, first-time home buyers programs, housing counseling programs, emergency repair programs, elderly, special needs and disabled housing, veterans housing, new home construction, land banks, transitional housing, homeless shelters, community stabilization programs, foreclosure prevention, emergency rental assistance and bridge loans for rental housing development.
These funds, she said, can be used to match federal, state and or local program funds for affordable housing initiatives in Clearfield County.
She said eligible applicants include municipal governments, housing and or redevelopment authorities or other related agencies, non-profits and or developers.
Kovalick emphasized that individuals are not eligible to apply for funding for their personal home repairs and improvements. A match is also required of housing project developers, she said.

All completed applications are to be returned to the Planning & Community Development Office by 4 p.m. March 13.
In other business, the commissioners:
- approved a Memorandum of Understanding with Cen-Clear Child Services.
- approved a linkage agreement with Community County Services.
- approved to advertise for bids for repairs to county bridge, CC-15, on Camp Corbly Road in Greenwood Township.
- approved to enter into an agreement with the DuBois Area School District and Sandy Township to pay a proportionate share of a review and analysis to determine if an appraisal is necessary regarding CGCMT with Appraisal & Marketing Associates Inc.
- approved to advertise for bids for replacement of the roof at the county’s annex building. The commissioners noted the roof is leaking, and has reached the end of its useful life.
- approved eight new hires, two employee transfers, three employee separations/retirements and one employee leave.
- approved the bills as presented by the Controller’s office.
