Osceola Mills Woman Waives Hearing in Meth Case

CLEARFIELD – An Osceola Mills woman has been accused of selling methamphetamine to a confidential informant.

Jessica L. Root, 32, has been charged by the Pennsylvania State Police with felony manufacture, delivery or possession with intent to manufacture or deliver and misdemeanor intentional possession of a controlled substance and use/possession of drug paraphernalia.

Root waived her right to a preliminary hearing Wednesday during centralized court at the Clearfield County Jail. Bail is currently set at $50,000.

According to the affidavit of probable cause, on Sept. 26, 2018, troopers met with a CI who related he/she could purchase methamphetamine from Root.

The CI text-messaged Root and arranged the purchase of $80 worth of the drug. Troopers then drove the CI to the area of Curtin Street and Lumber Alley in Osceola Mills Borough.

A trooper provided the CI with prerecorded funds and observed he/she walk to a camper parked near a residence in the 300 block of Mays Street.

At approximately 6:44 p.m., the trooper observed the CI approach Root, who walked around to the rear of the 300 block of Curtin Street.

One-minute later, she reappeared and walked down the alley to an apartment, which she entered. At 7:01 p.m., the trooper observed Root walk back up, go around and reappear on Edwards Street.

Root reentered the camper and was approached by the CI who then headed back to the vehicle. When troopers met with the CI, he/she turned over a small plastic bag with an orange cartoon figure on it.

The bag contained suspected methamphetamine, and the CI related when he/she paid Root for the drug, she said she’d be right back.

He/she said Root walked up the alley and out of sight, then returned approximately 15 minutes later. The CI said Root entered the camper, turned around and handed he/she the bag of methamphetamine.
