PHILIPSBURG – A 50-year-old Brisbin man, Richard Allen Litzinger, was arrested for stalking, simple assault and recklessly endangering after a domestic incident that involved a Jeep Grand Cherokee and a Ford Mustang that started Sunday in Clearfield and ended in Centre County.

According to the Philipsburg-based state police, Litzinger was operating a Ford Mustang and allegedly attempting to strike the side of the Jeep and force it off the roadway. In addition, he was allegedly passing on the right- and left-hand sides throughout Philipsburg Borough.

Then, Litzinger allegedly stopped in the middle of the roadway near Realty World on South Centre Street.  At that time, the operator of the Jeep was forced to stop. Litzinger allegedly exited his vehicle, hit the hood of the Jeep and attempted to enter the passenger side of the Jeep.

The victims, a 39-year-old Brisbin woman and a 35-year-old Philipsburg man, were able to accelerate to escape. However, Litzinger held onto the door and eventually fell to the ground. The defendant allegedly returned to his vehicle and followed the victims southbound on SR 350, passing them again.

At that point, the victims turned around and traveled to the Philipsburg-based state police to file a report, state police said. Litzinger was arraigned at the Centre County Booking Center by Magisterial District Judge Thomas Jordan.
